1 tablespoon rice vinegar
1 tablespoon Hoisin sauce
1-2 teaspoons Sriracha
2 tablespoons peanut oil , divided
1 tablespoon fresh garlic , minced
1 tablespoon fresh ginger , minced
6-8 ounces broccolini , tough ends removed, halved crosswise
1/2 large red bell pepper , thinly sliced
1/2 medium onion , thinly sliced
8 ounces sirloin (or other tender cut), thinly sliced
2 green onions , sliced diagonally, for serving
